The Uganda’s Judiciary have developed a new Performance Enhancement Tool (PET) aimed at improving efficiency, transparency, and accountability among judicial officers and court staff.
According to the Permanent Secretary to the Judiciary, Pius Bigirimana, the new system will provide both quantitative and qualitative assessments of performance of a judicial officer, addressing gaps left by the traditional manual appraisal system, which he described as slow, subjective, and inconsistent with international standards.
Bigirimana noted that the tool, already tested successfully in countries like Ghana and Tanzania, will help track productivity, check unnecessary case delays and adjournments.
He added that the Performance Enhancement Tool will also enhance public trust in the Judiciary through its transparent and 360-degree evaluation model.
Supreme Court Judge Justice Mike Chibita revealed that the tool will be officially launched on Friday 17 October,2025, noting that it was developed out of the need to integrate complaints, feedback, and resolution mechanisms in a timely manner
Justice Chibita emphasized that performance should not be assessed from a single viewpoint but from multiple perspectives, including input from court users, to ensure fair and comprehensive evaluations.
